We are excited to announce the next round of AWARDS Certification is right around the corner!
The Basic Course (Level 1) will be in the fall (September 26th - September 28th), the Intermediate Course (Level 2) in the winter (January 23rd - January 25th), and the Master Course (Level 3), will be in the spring (March 27th - March 29th). Each course will be three days long.
The 100 question Qualifying Exam will be available starting on June 22nd (the date of this year’s Expo). There is no cost for the qualifying exam, and no obligation to enroll in Certification if you take the exam.

Highlights from the Project Pipeline
Demographics Fields Updates
As noted last month, our May enhancements will include global changes to the Race, Ethnicity, Primary Language, and Gender fields in AWARDS. The changes around Gender - which will allow for much more flexibility than exists today - will change how current Gender related data displays in AWARDS, so it is important for you and all AWARDS users at your agency to understand the upcoming changes.

FormBuilder Enhancements
In the coming months we will be making several enhancements to the FormBuilder module to provide new ways of copying FormBuilder data across programs. We are also making it possible to add forms to the Outreach menu. These changes are being done to accommodate the requirements of HMIS Coordinated Entry Systems, however we believe these changes will also be helpful to other clients as well. The changes include:

As we have done in previous months, we are continuing to make available a new set of useful features and functions to users of AWARDS. As always, this round of upgrades is provided free of charge to all AWARDS users and is described below. BillingBuilder - Billing Type Enhancement
As managed care continues to become more prevalent, there are scenarios in which a client's MCO Medicaid entitlement is used to pay for their participation in one program and their Medicaid entitlement is used to pay for their participation in a second program. One challenge that this has presented in AWARDS is that a client with an active Medicaid entitlement and an active HMO Medicaid entitlement could have duplicate invoices generated for each payer. To prevent this, AWARDS now allows you to specify which entitlement should be used for each program that the client is in.
In order to utilize this feature, BillingBuilder customers will need to take the following steps:
BillingBuilder - BIP Codes for NYS CR Programs
New functionality is available to support BIP Billing for NYS CR program. CR programs can now track BIP eligible clients and generate BIP invoices in the BillingBuilder. In order to utilize the BIP billing enhancements CR programs will need to do the following:

Additionally, the Medicaid Services Report (MSR) will also flag clients eligible for BIP billing in a given calendar month. When this report is run, BIP client are identified by the label "(BIP)," which will appear after their name. This label will display in the report for all months for which the last date of the month falls within the date range of the corresponding BIP entitlement.
BillingBuilder - Rendering / Attending Provider Secondary ID - 837
To address new 837 billing requirements, we have included new data entry fields on the following AWARDS screens:
These new data entry fields will ensure that the proper secondary ID assigned to the rendering/attending provider and qualifier are reported in the 837 file if required by your payers.
HMIS Data Quality Report
A new HMIS Data Quality Report is now available in the Fiscal/Program menu. This report can be run for any program, but it's specifically designed for HMIS programs. It can be also be run for groups of programs. The report starts with a "Validation" table that shows the number of people served in various categories. Then the report looks at data quality in six areas:
This report will become very important to HUD-funded programs and is part of the new CoC APR. It is also expected to be used by HUD in other ways in the future, such as in NOFA scoring. More details about this report can be found in the HMIS Glossary on HUDExchange.info
HUD CoC Annual Performance Report (APR) Updates & Sage Export File
The CoC APR is being updated with many changes. Last year we released the "New APR" for communities to look at and beta test, but it has not been used by HUD until now. As of April 1st, HUD is changing their external reporting system from eSNAPS to Sage (www.sagehmis.info) and the new APR is being revised to line up with the Sage reporting requirements. As of April 1st communities should stop using the "Old 2014 HUD CoC APR" and begin using the new version which is labeled "HUD CoC Annual Performance Report (APR)" in the Fiscal/Program menu of most databases. The "Old" report is still being made available for a few more months in the Fiscal menu for communities that have been granted special extensions to submit the old report. New York State OASAS CDS Revisions for April 1, 2017
This Friday, March 31, your database will be updated with the revisions required for the OASAS ClientData System. These revisions are detailed on the OASAS Applications website, https://apps.oasas.ny.gov, in the CDS Documentation-CDS Starting 04/01/2017 tab. In AWARDS, program admissions, discharges, and transfers will include some new items on the admission and discharge pages, as well as on the related PAS-44, 45, and 47 forms. The DataFile will be similarly updated, so for those of you doing batch file transmissions, version 5.1 will be available for transactions April 1 and beyond.
Alongside these changes, we'll be deploying the first set of enhancements to accommodate the new 820 residential program model, into which some agencies are beginning to transition. These include tracking the new treatment/recovery elements using the Program Status module, and the resultant data on the existing PAS forms, as well as the new PAS-125 form, used to report on transitions between elements of care within a program stay. When you are ready to configure your 820 program, please reach out to your Senior Project Manager for guidance.
PATH Annual Report Survey (ARS)
The brand new revised PATH Annual Report Survey has been released and replaces the old PATH ARS. The new report is designed to work with SAMHSA's new two-program model for PATH wherein clients who had been residing in places not meant for human habitation should be placed into a "PATH Street Outreach”"project, and all other clients should be placed into a "PATH Services" project. All PATH projects (even those in residential settings) are expected to have an "HMIS Project Type" of either "Street Outreach" or "Services Only."
The new ARS report uses very specific rules about counting clients. In order to be counted as "active" the client must have one of the following:
To be counted as "Enrolled" in the report they must be an active client and also have a PATH Status of "Yes" with a PATH Status Determination Date before the end date of the report.

Tip of the Month - Communicating Compliantly
Did you know... email is not secure and should never be used to transmit client names or other identifying information? Doing so is a violation of HIPAA regulations. In the event that it is necessary to send client information to someone via email - whether it's to Foothold Technology staff for the purposes of troubleshooting or other assistance with your AWARDS database, or to other staff within your agency or program - that information (including any screenshots or attachments) must be de-identified, for example by limiting names to a few letters or referencing clients by AWARDS ID. Alternately, instead of email it's a great idea to get in the habit of transmitting client identifying information via AWARDS messages, which are completely secure and 100% HIPAA-compliant!
