How can I troubleshoot the System Performance Measures Report?

Start by reviewing the report's Individual Detail.  Read the System Performance Measures Data Help page that explains each question and how the Individual Details work, as this may not be apparent at first glance.  Certain questions only apply to certain project types, so pay attention to the HMIS Project Type column.  Look for duplicate clients and use the Merge Duplicate Consumer tool to clean up those entries.  Then look for data that doesn't make sense (for instance, a Length of Stay in ES of 5000 nights probably means you have an old project that is not discharging clients).  Finally, it can be helpful to run the HMIS ReportBuilder by filtering on the appropriate HMIS Project Types for each measure so that you can find out which projects and primary workers need to be contacted to assist with data clean up.  The logic used by the System Performance Measures Report is fairly complicated, but the HMIS ReportBuilder along with the Individual Details in the report can be a good tool in validating some of the information.

What impact will changing the Continuum of Care (CoC) have on the report?

When the report is first generated, AWARDS gathers together all of the projects within the selected Continuum of Care, based on the CoC(s) set for that project under Add/Edit Entire Program; if a project doesn't have the selected CoC highlighted there, then it will not be pulled into the report at all.  Changing a project's Continuum of Care will not change the Client Location codes that were saved for clients admitted previously.  If a project is found to be in the wrong CoC, you will need to re-process each client's admission to update their Client Location, or submit a Help Desk request for assistance in updating that information.

Why are the numbers in Measure 4 so low?

Measure 4 only looks at certain clients within CoC funded projects (based on the Funding Source).  For the questions about stayers, the report only includes clients who have been in the project for more than one year and who have income information collected at both admission and at annual update.  To be considered an annual update the HMIS Info Effective Date must be within +/- 30 days of the client's anniversary.  If a client is missing the annual update they will not be included in the universe of clients.  For the questions about leavers, the report only includes clients with income information collected at both admission and discharge.

Why is the universe of clients in Measure 3 higher than that for Measure 1?

Measure 3.2 is a pure count of all clients in ES, SH, and TH projects.

Measure 1 is a bit more complicated, so it's normal to see smaller numbers there.  Specifically, clients are excluded from M1 if they have a length of stay of 0 days (discharged on the same day on which they were admitted), or if they have overlapping program history in another project type that negates all of the bed nights in that project.

You can find out which clients are counted in M3 and excluded in M1 by sorting the Individual Details by HMIS project type, and looking at just the rows where HMIS Project Type = ES, SH, or TH.  Any clients where column M1a2 is blank were counted in M3 but not M1.
