Viewing the ESG CAPER

To view the read-only ESG CAPER in AWARDS, complete the following steps:

    1. From the AWARDS Home screen, click Administration from the left-hand menu, and then click Fiscal.  The Fiscal fly-out menu is displayed.
    2. Click ESG CAPER.  The Emergency Solutions Grant Consolidated Annual Performance and Evaluation Report (ESG CAPER) page is displayed.

    1. Click the Project drop-down arrow and select the project or group of projects for which the report is to be viewed.

  NOTE: The Project selection list includes projects set to "Use HMIS Data Elements" that have at least one Funding Source that starts with "HUD:ESG."  Each project must also have one of the following "HMIS Project Type" selections made for it under System Setup > Agency Program Information > Add/Edit Entire Program

- Emergency Shelter
- Transitional Housing
- Day Shelter
- Street Outreach
- Homelessness Prevention
- PH Rapid Re-Housing

  TIP:  When run for a group of programs, the ESG CAPER unduplicates by PID.

    1. By default the report's Date Range is July 1st of the previous year, through June 30th of the current year.  If necessary, make changes to this default date range using mm/dd/yyyy format, or by selecting the correct dates using the available date picker icons.  

  TIP: The maximum report date range is 18 months.

    1. If necessary, click the Show Individual Detail? checkbox to include a table of individual client-level detail at the bottom of the report page.  

  NOTE: When individual detail is included, each client in the report (for any question) is listed on a separate row in the detail table, and each data element needed for the report is shown in a separate column.  The table also includes which project (program) each client was active in, and the HMIS Project Type associated with that project.  Inclusion of these client details can be particularly useful if it's necessary to troubleshoot report content; however, keep in mind that not every client listed there is counted in every question, as some questions only apply to certain project types. 

    1. The Send in AWARDS Messages checkbox is selected by default and cannot be un-checked.  As a result, you need not wait for the report to generate, and can navigate away from the ESG CAPER feature after finishing the configuration process.  Once the report is ready for viewing, it is sent to you in the body of a message accessed via your Messages module inbox. 

  NOTE: The report will remain in your messages for one month, after which time it will be deleted.  (The exact date of deletion will be displayed in red at the top of the report message for your reference.)  If you know you will need the report content after that time, be sure to download the Excel file (Excel File.zip) or HTML content (Report Content.html) attached to the report message.  If you don't download one of these attachments before the message is deleted, you will need to manually re-generate the report if you need access to it in the future. 

    1. Some AWARDS databases are configured to enable further report content filtering by entitlement.  If available, use the entitlements filter to narrow which clients are included in the report based on existing entitlement records.
    2. Click CONTINUE.  The report is displayed on the Emergency Solutions Grant Consolidated Annual Performance and Evaluation Report (ESG CAPER) page.  

  NOTE: Because the Send in AWARDS Messages option is automatically used by this report, a notice is first displayed on the page to let you know that report generation is in process and that the report will be sent to your Messages module upon completion.  You can then navigate away from the page, or wait for the report to complete and display. 

When reviewing the report's content, please keep in mind the following:

  If a "Street Outreach" project was chosen in step 3, only clients who have at least one Outreach Encounter during the date range set in step 4 are included on the report.  Additionally, to be counted in Question 5 on the report, outreach clients must have engagement date filled out; other questions are not that restrictive.

  For clients with more than one program history during the reporting period, the report uses the most recent record.

  Some questions apply only to specific project types.  As a result, if a group was chosen in step 3 that contains varying project types step 5 was set to include individual detail, not every client listed in the detail table is necessarily counted in every report question.

  For a client to be counted as a veteran, he/she must be 18 years old.  If there is a partial birthdate or the DoB data quality is set to "data not collected" or "refused," that individual won't be counted as a veteran.  If you are getting an error in Q25A or Q5 row 10, please review the Birthdate Data Quality column in the Individual Details to find out which client records need to be fixed.

  TIP: To download CSV file versions of the report content for the purposes of submission to HUD, click the CSV Export Files link at the bottom of the report.  A zip file containing a CSV for each report question is downloaded to your computer and can then be used by providers to submit data into eSNAPS, using the eCart generation tool.  For more information about the eCart tool, click here.

  TIP: To export the report content (including individual detail, when applicable) to Microsoft Excel for further review and analysis, click Excel Link at the bottom of the report.  If you have chosen to include individual detail in the report (in step 5), a separate Individual Details Excel Link is also available on this page at the very bottom.

  TIP: To submit the ESG CAPER to the Sage Reporting System, or to run a test submission, click the Sage Export File link located below the Excel Link in the on-screen report or in the Send in AWARDS Messages version of the report.  Download the files, and then upload them to https://sagehmis.info.  On the right side of the Sage website is a link to test run a report.  

The process of viewing the ESG CAPER is now complete.
